Home Ministry panel in B'lore to study NE's issues

Bangalore, June 14: A committee set up by the Union Home Ministry today arrived in the city to study the problems faced by the people from the North-East.

People belonging to North-East regions residing in Bangalore and other cities of Karnataka attended a meeting and interacted with committee members, former MP and member of the committee H T Sangliana told reporters here.

One arrested with  banned drugs

ITANAGAR, June 14: A team of City Police led by SI K Tao arrested one Bogesh Doley (24) of Harmoti, Assam following recovery of 60 banned Nitrazepam tablets from his possession.

Interrogation of the arrested person was on to unearth the supply chain, City SP informed.

These banned psychotoopic substances are very harmful to human body and many youngster are falling prey to such kinds of drugs which is destroying their life prematurely, the SP said.

 

HM directs all police stations to carry out night patrolling

ITANAGAR, June 14: Home Minister Tanga Byaling is all set to better the deteriorating law and order situation of the state. With the reports of illegal arms and weapons being carried by some miscreants for executing crimes during night hours, the Minister has asked Capital SP to direct all police station In-charges in the Capital Complex to carry out patrolling in each and every sector on regular basis during night time besides carrying out checking on the main road at strategic locations.

Meanwhile, the HM has decided to hold an interaction meeting with the capital district administration, SP, Councillors and magistrates of the capital area on June 16 to chalk out plan and programme in order to ensure safety of the denizens of the entire capital city.

 

Nacho leaders submit memo to HM

DAPORIJO, June 14: A memorandum highlighting the various grievances of the public of Nacho Block was submitted to Home, Power (Elect) and Non-Conventional Energy resources Minister Tanga Byaling by Panchayat leaders of Nacho.

Some of the demands of the memorandum are to post sufficient and efficient teaching staff in various schools under Nacho block, instruct the govt. staff posted at Nacho to stay at their respective place of posting, immediate shifting to the army station from Nacho Secondary School, STS bus service from Daporijo to Nacho, to construct a conference hall at Nacho, renovation of Aying Muri Micro Hydel project, to post specialized medical staff and develop infrastructure of the PHC and SHCs under Nacho circle, to start functioning of the VKV school at Nacho from the current academic session, to deploy sufficient police personnel at Nacho police station and to open a Bank branch at Nacho.

The memorandum was submitted to the Minister during his visit to the area by the Anchal Samity Member of 2-Nacho.

 

Interactive meeting held

PASIGHAT, June 14: An interacting meeting of parliamentary secretary, industries Tatung Jamoh and MLA Kento Rina with officers and public leaders was held at Siang Guest House Pasighat yesterday.

Jamoh thanked the party workers and the public in general for reposing their trust in him. He assured that he will act as a voice of people in the Assembly house.

During the meeting, Nari-Koyu MLA Kento Rina exhorted the officers to work more dedicatedly for welfare of the people. The officers should work with a missionary zeal and guide the people properly so that all beneficial schemes are executed effectively. Union conducts assessment tour

ITANAGAR, June 14: Kangku Circle Students Union of West Siang district conducted assessment tour in its circle concerning the various issues such as education, electricity, boundary, road and communication issues. In its two days tour the members of the union visited every village and school in its jurisdiction, said a release. The union claimed that the area is plagued with various problems like inaccessible roads, lack of educational infrastructure and other basic amenities which make more difficult to the people of area. Union sought the government attention to look into the matter.

 

ABCSU writes to DDSE

ITANAGAR, June 14: The All Banderdewa Circle Students’ Union (ABCSU) has sought action against the headmaster of Govt Middle School, Durpang saying that the school is not functioning.

In its letter to the DDSE Papum Pare, it said unlike other schools the admission process is yet to start in the school as its headmaster is never present in the school.

MLA donates vehicle to Sille villagers

RUKSIN, June 14: Fulfilling his election commitment, Pasighat West MLA Tatung Jamoh donated an ambulance (Maruti Van) to Sille (Teromile) villagers in a simple function held at Sille Community Hall yesterday.

While handing over the key of the van to the village president, the MLA urged the villagers to utilize ambulance properly. He called upon the villagers, including youths to imbibe work culture for economic development of the area. He urged the PRI leaders to maintain transparency in selection of beneficiaries under various schemes.

Addressing the villagers on the occasion, East Siang Zilla Parishad Chairman Kaling Dai urged the villagers to take collective responsibility for proper implementation of various schemes in the area. He suggested them to take up small scale industry such as animal farming and handloom and handicrafts for enhancing their household economy.

Among others, Sille-Oyan ZPM Tajing Taki, Sille ASM Nei Darang, leading villagers Babusing Pertin besides Ruksin BCC president Tanyup Taggu and others spoke on the occasion.

‘Take extra pain for visible improvement in health sector’

ITANAGAR, June 14: Health and Family Welfare Minister Kalikho Pul today sought cooperation of officers and officials of his department to bring visible improvement in health sector.

Addressing the coordination meeting of the health personnel including health secretary, director, joint director, deputy director, district medical officers, state nodal officers, programme officers, DRCHOs at Banquet hall here today, Pul requested them to take some extra pain to bring the system on track and work as a team to ensure that a visible change comes in the performance of the department.

Emphasizing the need for dedicated service by the departmental personnel with a sense of urgency to make the system really working, the health minister said only a better coordination can improve the system of health care in the state. “I have opted for this department with a genuine intention of doing some work. I am sure, my goal cannot be achieved without your cooperation and guidance,” Pul said.

Citing various problems that the  health department and health centres have been facing due to various reasons,  the health minister  said that his department needs proper planning at administrative level, to overcome challenges in a time bound manner. “If our planning is not proper, there shall be duplication of programmes, wastage of resources and end up in failure at every front”, he added.

 “We must keep in mind that health care system in our state is in a very bad shape. Especially in rural area, the PHCs, Sub-centres are mostly defunct,” the health minister said while stressing the need for best use of limited and available sources.

Admitting shortage of manpower and infrastructures in health care system, particularly in health centres, the minister urged the DMOs  to prepare proposals for improvement of health care system in their respective area.

In his deliberations, Pul also touches all others  spheres in health sectors which need urgent attention of the Govt. Pointing out the poor management of medicine supply in the  hospitals Pul said “We need to strictly implement the practice of First Expiry Out (FEO) so that the needy patients get sufficient medicines free of cost. The policy of free medicines to patients at all Govt. health facilities must become a total reality.”

Stressing the need for involvement of panchayat leaders in village level to oversee the functioning of health sub-centre, the   health minister further said  the  panchayat leaders can also play a vital role in spreading awareness on the Arunachal Pradesh Chief Minister Health Insurance Scheme (APCMHIS).

Hinting at restructuring of the existing administrative system for a better management,  Pul also assured to  rectify abnormality if any in promotion system. “A fair principle will be followed without any bias. Hence, nobody should mind, if minor changes take place. I am sure, in due course everyone will get his/her dues.”

 

 

HM seeks cooperation for smooth & speedy execution of projects

ITANAGAR, June 14: Responding to the conflict between Tagin Cultural Society (TCS) and UM Shambharkar, Regional Officer (RO), Ministry of Road Transport and Highway on the issue of “Alignment of Trans Arunachal Highway through Daporijo”, a high level meeting was held under the chairmanship of Home Minister Tanga Byaling at the CS’s Conference Hall here today.

The meeting was attended by PWD Minister Gojen Gadi, Commissioner (PWD) Gonesh Koyu, IGP (East) N Payeng, Chief Commissioner (PWD) Highway Hage Appa, Principal Secretary (Home) D Sharma and Upper Subansiri ZPC Sushil Nalo.

Speaking to the reporters after the meeting, the Home Minister informed that a decision was taken unanimously by the Board that any organization or civil society should go through the state government before interrogating any officer at his office chamber to know any projects related and other information.

“For any information and clarification, one should approach the minister concerned first. Further, I am always here to help them,” Byaling said and appealed to all to maintain peace and to not take law in their hands.

The Home Minister said that adequate security will be provided to the RO and other executive agency. He further informed that PWD is the nodal department for the Trans-Arunachal Highway and the department will soon recommend to the Government of India to connect every district headquarters through Trans-Arunachal highway.

“Since the Government of India has already promised to run the highway passing through entire headquarters of state, I believe the central government will agree and approve the recommendation by the state PWD”, Byaling said.

Describing the Trans-Arunachal Highway as a vital component to the future development of the state, the Home Minister appealed to each and everyone to cooperate with the government for smooth and speedy execution of any project.

Further, Byaling assured that he will put up the alignment matter of Trans- Arunachal Highway of Daporijo Township for discussion with the organization .

Mentioning the conflict between the TCS and RO, he said “RO is out of station and when he returns back, there will be negotiation between TCS and RO for the development of the state as a whole”.

Earlier, on June 12 last The Tagin Welfare Society (TWS) and All Tagin Student Union (ATSU) has condemned the action of RO for arresting the members of Tagin Cultural Society (TCS) and demanded for unconditional public apology and sought assurance from the RO for allowing the Trans-Arunachal Highway Project through Daporijo township as approved earlier by the state government within seven days of ultimatum.

 

 

Prominent blood donors felicitated to mark the World Blood Donors Day

ITANAGAR, June 14: Along with the rest of the world, the World Blood Donors’ Day was celebrated at Vivekananda Hall, RK Mission Hospital here today.  14th June is celebrated every year as the World Blood Donors’ Day in the entire world. All those committed to the crusade for promotion of voluntary blood donation movement, consider this day as an opportunity to involve many more people in the movement of world pride with a sense of dedication and humanitarian service by their humble donation of blood.

While inaugurating the programme, Health Minister Khaliko Pul declared launching of month- long awareness and promotional activities on blood donation to mark the World Blood Donors’ Day-2014.  

Students from VKV, Chimpu, Donyi-Polo Hearing Impaired, Members of Vivekananda Yuva Shakti, staff from Directorate of Health Service, National Rural Health Mission, RK Mission Hospital, and host of  voluntary blood donors from the state were present in the  celebration which was organized by the, Blood Transfusion Division under the A.P. State AIDS Control Society in association with the Vivekananda Yuva Shakti.

The minister also felicitated Aini Taki Taloh, (52) of Yapgo Village, Pasighat, Secretary, Arunachal Pradesh Women Welfare Society (East Siang branch) and former ABK, Women wing president and crusader against anti-drug movement with a certificate and memento for her outstanding and noble act of being regular voluntary blood donor and donating blood for 10 times since 2008. Hibu Kojing, an IRBN personnel and Ramesh Jeke, chairman, Vivekananda Yuva Shakti were also honoured for donating blood for 18 and 25 times respectively.  The minister also gave away memento and certificates to the members of Vivekananda Yuva Shakti  for their dedicated service.

Through a power point presentation, Dr. Joram Khopey, MD(Path), Blood Bank Officer, District Hospital, Ziro  highlighted the importance of voluntary blood donation. Also at the end of the programme a voluntary blood donation camp was organized to mark the occasion.

Speaking on the occasion minister Khaliko Pul,  health  secretary  Indira Mallo and Dr. Nabam Budh, Dy. Director (BTS), APSACS underscored the need for the promotion of voluntary blood donation activities.

Among others, director of health service Dr. K Nishing, Mission Director, NHRM Dr. T Taloh and personnel from APSACS  were present on the occasion.

This year the World Blood Donors’ Day will be celebrated throughout the State with various activities such as seminars on Donor Motivation & Retention and Voluntary Blood Donation Camps.  The theme for this year’s campaign is “Safe blood for saving mothers”. The campaign will increase awareness about timely access to safe blood and blood products are essentials as part of a comprehensive approach to prevent maternal deaths.

 

 

Early functioning of Niglok industrial centre  demanded

RUKSIN, June 14: Infrastructure development of the much hyped Industrial Growth Centre (IGC) at Niglok in East Siang district has come to a complete halt allegedly due to utter negligence of the state Industry Department thus making the state government’s industrial development policy almost idle,

More than two decades have passed since establishment of the IGC, but yet no remarkable development has taken place. The industry was designed with installation facilities like bamboo, food, tea and fruit processing units, Information Technology Park, cold storage, machinery weaving etc. But these are running (?) without men and machines till date.

It is pertaining to mention here that the department of Industry had submitted an estimate of Rs 20 crore to the Government of India (GOI) in December 1988 and, accordingly, the GOI released huge amount of fund from time to time for infrastructural development of the industry centre.

But, no remarkable development of industry centre has taken place in the last two decades.

There was a small scale “Bamboo chips” production unit run by ‘Siang Bamboo Factory’, in the industrial complex, but it has left the industry two years back. As such, the 1000 MT Capacity ‘cold storage’ project set up by agriculture department is also lying defunct for years due to lack of proper power supply.

Officials informed that “Vinayak Tea Company under Kolkata based Dunkan & Dunkan”, has made an agreement with the state industry department to set up a tea factory in Niglok IGC. The company is extending its rural outreach programme by supplying tea plant to the local tea growers on subsidized rate. Another Guwahati based company namely ‘Bahrati Infrastructure Ltd’, is producing tiles and other building accessories inside the industry.

The industrial complex having an area of 582.15 acres is not yet covered by security wall. A portion of boundary walls was made under SPA fund last year, but longer portion is yet to be erected.

Presently, most of the building in the complex is in abandoned state for want of proper care and maintenance.

In a recent development, the government approved a plan for establishment of the Sainik School in the IGC and accordingly necessary survey and documentation was also conducted by a joint team headed by the state’s Elementary Education director.

Pasighat West MLA cum Parliamentary Secretary (Industry (Independent) Tatung Jamoh accompanied by officials of District Industry Department and host of public leaders today visited the IGC at Niglok. The MLA assured that he would take up a comprehensive plan for early functioning of the industries after the state government allocates fund under Industry sector.

 

 

Drive against stray animals

ITANAGAR, June 14: In an effort to make the state capital free of stray animals, the Capital Youth Organization (CYO) today along with the Additional District Magistrate Talo Potom conducted a stray animal prevention drive in Capital Complex. Approximately 40 stray animals were picked up by the team during the drive. Later, the animals were given back to the owners after imposing fine.

“What impression will tourist have if they see stray animals blocking the traffic? This is our state capital; we need to keep it clean and free of stray animals. So with capital administration we are trying to aware the people about harmful effects of stray animals”, said CYO president Bengia Nachung.

CYO general secretary Pesham Changrang said, “Most of our youths use two wheelers and many a time stray animals are the reason behind their fatal accident incidents, so we need to keep away stray animals from roads because human lives is far more valuable than animal lives”.

Nachung has appealed to the people to retrain their domesticated animals in future also and informed that it will soon conduct another massive stray animal prevention drive.

 

 

‘Operation smile’ brings smile to the face of many families

Gerukamukh (Assam), Jun 14: Till a month ago, parents of Suresh Sinte, a nine-year-old boy from remote Motkur Village in Assam’s Lakhimpur district, were facing trouble in feeding him as he was born with cleft deformities.

Monica Sinte and her husband Basu Sinte is a happy couple today as they no longer need to take extra care for Suresh as he could take food on his own without any attention after a surgery conducted by Operation Smile and fully sponsored by NHPC Lower Subansiri hydro electric project authorities.

Suresh was among the 85 patients who undergone NHPC sponsored cleft surgery by Operation Smile from March to May last in Guwahati.

"My son was unable to take food easily and we have to take extra care while feeding him? but today we are relieved after his surgery ... We had no money to do the surgery on our own and was left with God’s mercy," said a visibly happy Monica, while attending the post-operative outreach camp at NHPC project site here today.

Parents of other patients like Roma Chetry, Putuli Pegu, Bitupon Sonowal and many others have expressed their gratitude to the NHPC authorities and Operation Smile group for their generous gesture in curing their children.

On February last NHPC executive director Rakesh had declared his intention to work towards surgical treatment and rehabilitation of all such people in the districts of Dhemaji and North Lakhimpur in neighbouring Assam besides Papum Pare, Lower Subansiri and West Siang in Arunachal Pradesh.

"I would like to see all the stakeholder districts adjacent to the Lower Subansiri project as 'Cleft-free district' and that NHPC would strive to achieve this through Corporate Responsibility Scheme (CSR)," Rakesh declared while addressing the gathering.

"These were not just 85 patients but equal number of families who receive a new lease of life through the life-changing surgeries ... The transformation and rehabilitation of these 85 lives was made possible by the generosity of NHPC," commented Operation Smile Project Director (India) Dalip Pandey in his address to the gathering. Development should be first priority: Saaya

ZIRO, June 14: Development should be our first priority, said Parliamentary Secretary Home, Sports and Youth affairs Likha Saaya in a meeting convened by the Lower Subansiri Deputy Commissioner and attended by PRI members, TAH and District Administration officials.

Reiterating the need for good connectivity, Saaya said that roads are the lifeline for development and a little bit of sacrifice for a larger cause should be volunteered. However, he felt that the affected landowners should also be reasonably compensated. Controversial points can be bypassed for the time being and the remaining stretch can be assessed, as the project is lagging behind schedule, he added.

Particularly addressing the PRI members Saaya said that he is open to constructive suggestions from all irrespective of the party they belong to. “Let not petty party politics hamper the developmental activities,’ he added.

He later visited the Police Station and took stock of problems faced by policemen. He assured to take up the issues at earliest.

Dy SP John Pada also briefed him about the law and order situation of the district.

DC KM Uppu termed the TAH project as a people’s project and sought cooperation from all stakeholders to complete the project in time. He instructed the affected landowners to submit their grievances in written so that he could pursue the same with the govt. All complaints will be individually addressed and heard only after that the final notification will be done. He also informed that the affected people can attest their signature on the Performa only after they are satisfied with the survey conducted. Taking the opportunity he also sought more clarity on the power devolution to the PRI members. A proper structure as to which departments/ schemes are to be delegated should be notified; he added and requested the Parliamentary Secretary to appraise the higher authorities.

EE, Highways Bini Pelen presented a power point on the technical aspect of the TAH and explained in detail the measurement process / survey for compensation assessment. We are sympathetic to the affected people but at the same time we are bound by the govt. guidelines as well. He also sought for cooperation from all the stakeholders. DIPRO

 

 

NYP’s success story finds taker in NABARD

ITANAGAR, June 14: A success story of the National Youth Project (NYP) that turned opium addicts of Anjaw district to role models as horticulturists is taken as a model by the National Agricultural Bank for Rural Development (NABARD).

NYP, being the institutional partner of NABARD, its president H P Biswas and vice president Pradeep Kumar succeeded in persuading a group of young addicts to give up opium and assisted them to cultivate large size cardamom with the help of NABARD.

About 22 youths formed two farmers’ club at Goiliang and Kasonglat and given all guidance under the NABARD schemes under the constant monitoring of NYP team.

The outcome was highly encouraging. The produce of both the farmers’ club were sold for Rs 1.67 crore in 2011-12 with NYP giving market linkage that set a new record for NABARD. Moreover, Anjaw reached a mile stone by earning about Rs 8 crore from large size cardamom production that year, according to district’s lawmaker and present Health & Family Welfare Minister Kalikho Pul.

Keeping in view the achievement, then agriculture & horticulture commissioner Hage Kojin and director (agri-marketing) Mudang Butang issued a certificate to that effect with which the NABARD approached its Mumbai headquarters for national recognition of these farmers’ clubs.

While the recognition process is on, NABARD office has informed that a team would be sent from Mumbai for making a documentary for it to propagate such concept to generate employment throughout the country.

NYP since its inception in 1999 has so far skilled over 47,000 unqualified, less qualified youth and working people, particularly poor women in rural areas with the help of GoI departments and agencies to make them productive and add to their daily income.Moreover, the state Cabinet, at the initiative of the NYP, decided to set up CM’s Livelihood Mission School, one in each assembly constituency, and the model project was set up at Nampong in Changlang district in 2011.

 

 

ASBA members urged to work with dedication

ITANAGAR, June 14: Arunachal State Badminton Association (ASBA) Senior Vice President Gaken Ete called upon the association members to work sincerely and with dedication to achieve the aim and objective of ASBA.

Addressing the Annual General Body Meeting (AGM) of the association in a city hotel here today, Ete said that despite limited resources and lack of infrastructure ASBA has been able to produce world class shuttler. He was referring to state’s ace shuttler Laa Talar, who represented the country at an international event at Malaysia recently.

ASBA was formed two decades ago with the sole aim to popularize the sport in the state, identify and groom talents, Ete said. He stressed the need for developing more infrastructures for further development of the sport in the state. There are only two badminton courts at Raj Bhawan Badminton Hall, he informed.

He remembered the contribution of former chief minister late Dorjee Khandu, former ministers Neelam Taram, Talo Mugli, late Dera Natung, former MP Takam Sanjoy, Bamin Hinda and many others for development of badminton in the state.

Secretary Bamang Tago stressed on strict discipline among players and members of ASBA, especially at court. He informed that ASBA will chalk out future plan and programmes soon besides preparing an event calendar for the year.

Tai Mama, public leader, businessman and keen lover of badminton, suggested ASBA to appoint coach from abroad to train the budding badminton players and develop infrastructure at various districts too.

 

 

Am I a boon or a curse ?

I am known by different names. Some call me bull dozer, some earth digger, some earth mover, some mean machine. But I am more popularly known by the name JCB. I destroy and trample to dust whatever comes in my way. I don't have much brain but strength is my forte. I can bring down a mountain and flatten a hill within no time. I can dig drains, cut roads, block rivers and streams, move earth and boulders with ease. I do the work of thousands of labourers in a single day. Seeing my power and my ability the greedy rich people engage me from dawn to dusk. I have catapulted many people from rags to riches. With the huge income I have earned by dint of my hardwork, I have even made many MLAs. I have earned so much for them that they have enough money and property to buy voters during the elections. But they seem to be very ungrateful people. They hardly recognize my single-handed contributions.

I am often accused of flattening hills, causing landslides, blocking drains, causing floods, blocking rivers and destroying the virgin forests everywhere. I am even wrongly blamed for irreparable damage to the environment and the fragile ecosystem. But the pertinent question here is, how can I be made the scapegoat for no fault of mine? Its the ever greedy people who take undue advantage of me and make me do everything for their own vested interest. In return they only give me fuel and nothing else. I am not allowed any rest. I am taken away as soon as the day breaks to strange and unknown places to bring down hills and mountains with beautiful trees and flowers. Sometimes I feel sad. But what can I do? I have to obey the orders of my greedy masters. I am also blamed for disappearance of the magnificent wildlife from the jungles. This I admit. When there are no trees and forests, where would the beautiful creatures live?

I am an interesting fellow.  Many loath me for my destructive nature while some others, mostly the rich contractors love me for what I do for them.  Some tell me that my presence is a must for someone to be recognized as a Class-1 contractor. Many are happy with me because I have constructed roads, flattened inhabitable places and many such things that human beings even cannot imagine. I save time, labour and money for my masters. Imagine, today's world without me. Today, I have become truly indispensible for man. But sadly, there are still people who hate me for destroying their agricultural fields, horticultural gardens and their bamboo groves. Very often I am imposed fine. Today, it's because of me that many towns and cities are coming up within no time. I have made the work easy for man. earlier, it used to take years to build a road or a house. But these days, one can build them in a few months. I build huge dams and other structures that man could not even imagine before. I am so loved by some and loathed by many that I don't know what should I do? They may called me a NECESSARY EVIL. Whatever others think, I will continue to work  harder and help man. But yes, like many, I am also concerned about the destruction of the forests, wildlife and the environment. However, I do agree that development comes at a price.
